Building Odisha’s Future: Affordable and Recognized Digital Literacy Curriculum for Rural Empowerment

AOCTCA is actively planning to coordinate with the Government of Odisha to develop a comprehensive Digital Literacy Curriculum tailored specifically for rural students. The goal of this initiative is to create an accessible, practical, and standardized program that can be offered by every computer training institute across Odisha at reasonable prices. This curriculum aims to empower rural youth with essential digital skills and certify them with credentials recognized not only within Odisha but also for government jobs across India.

Key elements of this initiative include:

  • State-Government Collaboration: AOCTCA will work closely with the Odisha Government to ensure the digital literacy course is aligned with state and national digital education policies, ensuring credibility and relevance.
  • Affordable and Sustainable Courses: Institutes will be able to offer these courses at reasonable fees, helping them sustain operations while making digital literacy accessible to economically disadvantaged rural populations.
  • Certification with Wide Recognition: Course completion certificates will be officially recognized for government job eligibility within Odisha and other states, opening up broader employment opportunities for rural learners.
  • Curriculum Designed for Rural Needs: The curriculum will include practical digital skills such as internet usage, digital payments, government e-services access, basic computer operations, and cybersecurity awareness, presented in local languages and contextually relevant to rural life.
  • Focus on Inclusivity: Special emphasis will be placed on including women, marginalized communities, and differently-abled students to bridge the digital divide.
  • Consistency and Quality Assurance: AOCTCA will set standards and provide support to member institutes to maintain the quality and updated content of the curriculum, ensuring uniformity in training outcomes.

What challenges might arise in scaling digital literacy in Odisha
